2013年6月25日，澳大利亞連續(xù)了發(fā)布了17項(xiàng)TBT通報(bào)（G/TBT/N/AUS/78-94），關(guān)于眾多電氣設(shè)備和家電產(chǎn)品的溫室氣體和能源最低標(biāo)準(zhǔn)的決定2012，決定將這些標(biāo)準(zhǔn)轉(zhuǎn)換為國(guó)家統(tǒng)一的強(qiáng)制性要求，這些產(chǎn)品包括：洗碗機(jī)、家用制冷器具、直線型雙端熒光燈、ELV燈的變壓器和電子式電壓轉(zhuǎn)換器、熒光燈鎮(zhèn)流器、洗衣機(jī)、普通照明自鎮(zhèn)流緊湊型熒光燈、普通照明白熾燈、電熱水器、外部電源器、數(shù)字電視機(jī)頂盒、冷藏展示柜、電力變壓器、空調(diào)和熱泵、使用蒸汽壓循環(huán)的液體冷卻包、空調(diào)的關(guān)閉控制以及旋轉(zhuǎn)干衣機(jī)。
1.       溫室氣體和能源最低標(biāo)準(zhǔn)法案（GEMS Act）的目的
? 提高管制產(chǎn)品的能源效率；
? 確保消費(fèi)者能夠作出明智的選擇，以提高能源效率以及降低能源消耗、能源成本和溫室氣體排放。
該立法也為實(shí)現(xiàn)根據(jù)聯(lián)合國(guó)氣候變化框架公約（UNFCCC）作出的承諾產(chǎn)生積極的影響。
         2.         通報(bào)的主要內(nèi)容：作為設(shè)備能源效率（Equipment Energy Efficiency, E3）計(jì)劃（亦稱(chēng)作E3能效計(jì)劃）的一部分，一個(gè)產(chǎn)品的溫室氣體和能源最低標(biāo)準(zhǔn)的規(guī)定以前是由各州和領(lǐng)地監(jiān)管?，F(xiàn)在只是將現(xiàn)有的州和領(lǐng)地的立法的要求轉(zhuǎn)換為全國(guó)統(tǒng)一的立法。在這個(gè)過(guò)程中沒(méi)有新增監(jiān)管產(chǎn)品，也沒(méi)有提出新要求或采取新的測(cè)試標(biāo)準(zhǔn)。
    根據(jù)溫室氣體和能源最低標(biāo)準(zhǔn)（GEMS）法案2012，澳大利亞政府可以為電氣設(shè)備和家電產(chǎn)品設(shè)置強(qiáng)制性的最低能效標(biāo)準(zhǔn)（MEPS）和能源等級(jí)標(biāo)簽（ERL）要求。這些要求在GEMS決定的法律文件中作出規(guī)定。
    由澳大利亞標(biāo)準(zhǔn)協(xié)會(huì)發(fā)布的相關(guān)澳大利亞標(biāo)準(zhǔn)規(guī)定了MEPS和ERLs的技術(shù)要求。
    根據(jù)GEMS法案，如果產(chǎn)品：
-          受GEMS決定管轄；
-          在澳大利亞生產(chǎn)或進(jìn)口到澳大利亞；
-          在相關(guān)GEMS決定生效后銷(xiāo)售，
那么該產(chǎn)品必須滿(mǎn)足相關(guān)決定規(guī)定的要求。
    溫室和能源最低標(biāo)準(zhǔn)產(chǎn)品系列決定2012規(guī)定了一系列電氣設(shè)備和家電產(chǎn)品的最低能效和產(chǎn)品性能要求，及相應(yīng)測(cè)試要求。
    系列決定中規(guī)定的這些產(chǎn)品的相關(guān)標(biāo)準(zhǔn)見(jiàn)下表。
